Plot Summary
General Iskander, known as The Great, is the dictator of the outlaw prison-like nation Xan. The U.N. Security Council fear that General Iskander is making nuclear fuel for bombs, and that he could sell it to other outlaw nationes. They sent in many secret agents but none succeeded. Now the Security Council asking Mandrake for help.
