In 1984, Kjell Steen became one of the writers in the "Fantomet-Klubben (the Phantom club)" in the Norwegian serial magazine Fantomet, dedicated to Lee Falk's "The Phantom". Steen signed his articles and replies to submitted letters with "Sjefen (the Boss)", a name with which he is associated to this day. After the club was closed down, he continued with the column "Sjefen svarer (The Boss Answers)" where he answered incoming letters with questions mainly about the Phantom, but also questions related to sub-series in the magazine like Mandrake the Magican and others.
In the early eighties, he created a fanzine-like series of five issues with photocopies of the Phantom's first publication in Norway from the newspaper Aftenposten and the weekly magazine Allers. In 1989 he made a comprehensive index for the Norwegian "Fantomet" magazine series, with the supplementary albums and pocket books.

Fantomet: Serieindeks

For a number of years he was an active participant at the Australian "Phantom Forum" and a similar Norwegian forum. At times he could seem a bit direct and not very responsive to counterarguments in his posts, but he always had great admiration and respect for Lee Falk's character the Phantom.
After the Fantomet magazine was closed in Norway in 2018, he continued to write articles about comics in other publications. When he retired, he began publishing lesser-known comics under his own publishing house, like: "Cyklon-Kid", "Atlantis" and "Sabotasjegjengen". In collaboration with Björn Harnby he released the Swedish "Allan Kjempe" by Eugen Semitjov, as facsimiles from the Swedish magazine "Alle Menns Blad". In 2019 he released the first of a series with the Danish version of "Rob the Rover" (by Walter Booth) "Willy på eventyr" by Aage Grauballe and Tage Andersen, first printed in Norwegian in the magazine "Skippern".
