Jim Shepherd was the manager and director of "The Phantom" comic books published in Australia by Frew Publications after having began in 1987 as a consultant for these publications and in 1995 becoming the sole owner of the Frew Publications.

In 1990 he also contributed to the launching of the Mandrake the Magician (Frew) series.

In addition to being editor, Shepherd has also written some "Phantom" stories as well as three major reference works, included with the regular issues: "Tribute to Lee Falk", "The First 50 Years of The Phantom" and "The Phantom Encyclopedia". He was also credited as artist for some covers (initially signed "JS").
