There is a Kemal Özcan who is mentioned twice in the newspaper "Son Posta" in 1936, then as one of the winners of competitions that have been in the newspaper. In both March 28 and April 19, Kemal Özcan is named as the son of the customs officer in Ortaköy, a neighbourhood in Istanbul.
In 1938 there are two short stories written by Kemal Özcan in the newspaper "Son Telgraf": September 4, "Sevdim diye zalim beni beyhude avuttun" and September 9 "Sus o duymasın". In the following years, the name Kemal Özcan appears as the author of many Pulp magazines, many of them later known as cinema short stories - inspired or written after well-known films that had been shown in cinemas in Istanbul. Some known titles are "Lorel Hardi Acemi Aşıklar" (1941) and "Salâhaddin Eyyubi ve Boz Aslan" (1941). His name also appears as a translator in 1942, as an example "Ormanlar Hakimi" (Tarzan) and "Namus Borcu" (The Four Feathers ).
By 1943 he had established himself as a publisher under the company Kemal Özcan Kitabevi and started publishing the magazine 1001 Macera.
