In the article "Fumettografia del Mandrake Italiano" by Alberto Becattini, published in Fumetto issue 115, it is mentioned that the logo in the newspaper heading EF in the story is an easter egg signature made by Ennio Ferri. Interesting the back page of this newspaper has a logo with EF. RI. RI could be an assistant or perhaps the writer of the story? If it is the writer - then this could be Ruggero Y Quinyavalle, a script writer about this time.
