"Il signore del gelo" is an Italian made Mandrake story from 1968.
Plot summary
Following a frozen trail leads Mandrake to Frigor, the ruler of ice and cold. He demands that Mandrake shall be his ambassador and he that he shall arrange a meeting at the UN, so Frigor could direct an ultimatum to the world: If the World leaders did not proclaimed him as Emperor of the World he will freeze the entire world into a world of ice.
